Head Of Terminals

Responsible for developing, by the application of engineering expertise, the infrastructure and facilitiesat all terminals owned by the company so theycan demonstrate to the regulatorsits commitment to legal compliance and application of industry best practice, and to our customers, aninnovative technology-based approach to meeting their needs.

To support, when required, engineering activities carried out across the group, ensuring allengineering works are being carried out in respect to current Standards, Regulations, Legislations andmethods of good practice. Also, to work with partners and third-party businesses to improve facilities orcarry out projects being undertaken for the company or its subsidiaries.

Principal Responsibilities

• Manage all maintenance, electrical and engineering staff at terminals, including both direct linemanagement and dotted-line reporting as appropriate.

• Oversee design, cost, construction, modification and commission of facility enhancements orchanges at the terminals to improve customer service, safety of personnel,operational/engineering processes and equipment efficiency.

• Plan, design, manage, commission and maintain development projects/major overhauls asdetermined by the business.

• Be responsible for maintaining operation of all Control Systems specific to the Terminal.

• Ensure that all terminal plant and equipment is inspected in line with latest recognised legislationand standards as applicable and notify the Head Of Terminals and Competent Authorities of anynon-conformances against legislation or regulations, such as LOLER/PSSR Regulation notifications.

• Responsible for the introduction, development and maintenance of a Computerised MaintenanceManagement System for the terminals, including all related procedures and systems.

• Determine the correct intervals for maintenance, inspection and testing of all assets at theterminals. Apply Risk Based Assessment (RBI) where appropriate to maximise efficiency of assetlife.

• Develop effective working relationships with colleagues in the terminals and other group functionsin order to maximise the effectiveness of technical developments to improve terminalsperformance.

• Interpret and execute on behalf of the terminals, the end requirements of legislation directives suchas ATEX 95, DSEAR, Pressure Systems Regulations 1989, Highly Flammable Liquids and LiquefiedGas Regulations 1972 and COMAH Regulations and all Environmental Protection driven legislation.

• Take into consideration that the terminal operating environment is characterised by a high levelof risk associated with the majority of products handled. The ability to evolve and improve safeworking systems by technological innovation provides an opportunity for differentiation fromour competitors.

• To communicate effectively with all personnel to ensure that all engineering activities allowsafe, efficient and effective operation of all aspects of the terminals activities.

• To ensure that documented records of engineering and maintenance activities are maintained.

• Overall responsibility for all maintenance of plant and equipment at the terminals.

• To ensure that all work undertaken by terminals personnel and/or other third parties, iscarried out safely to a recognised standard.

• To establish critical and minimum levels of spares for breakdown purposes with special regardto major accident hazard safety critical plant/systems.

• Responsible for development and review of all engineering and maintenance related policiesand procedures for Prax Terminals.

• Responsible for all engineering and maintenance related aspects of the management of MajorAccident Hazards at the terminals in accordance with COMAH guidelines.

• Responsible for Engineering aspects of Management of Change in respect to plantmodifications, design, new installations, commissioning, decommissioning, procedural changes& operating/engineering set parameters.

• In conjunction with the Terminals Management team, prepare for and attend all CompetentAuthority intervention visits with responsibility for all engineering and maintenance relatedaspects of such interventions and any related actions and recommendations received.

• When required, work with the Head Of Terminals and Directors on projects such asacquisitions or developments at third party terminals.

• Support engineering activities in other aspects of the business such as management ofcontractors, audits, gap analysis & projects at third party sites.

• Responsible for setting and managing budgets in respect to engineering and maintenanceactivities at all terminals

Qualifications/Experience Required:

• At least 5 years Process Engineering experience.

• At least 5 years Oil & Gas (Preferably downstream) experience.

• Experience of Managing Projects from concept through to completion, providing cost vs benefit

  analysis & demonstrating budget control

• Experience managing maintenance / project engineering budgets

• Educated to degree level or equivalent in an Engineering discipline (Preferably Mechanical /

  Chemical Engineering).

• Educated in Electrical & Electronic Engineering.

• Professional membership of an accredited Management Institute or recognised body.

• Understanding of the high hazard process industry and knowledge of COMAH Regulations

  preferred.

• Qualified to provide and assess training.

• Understanding of Process Safety.
