- Develops and directs the implementation of goals, objectives, policies, procedures, and
work standards for the assigned departments.
- Interprets and ensures compliance with local, state, and federal laws relating to assignedareas.
- Advises the Township Manager, Township Board, and Township Attorney on a broad range of issues within areas of responsibility.
- Represents assigned departments to other departments, elected officials, and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations.
- Explains, justifies, and defends department programs, policies, and activities; negotiatesand resolves sensitive and controversial issues.
- Responds to requests for information from community residents, businesses, and otheroutside agencies; responds to and resolves difficult and sensitive citizen inquiries andcomplaints.
- Acts on behalf of the Township Manager in his/her absence, as assigned.
- Annually reviews and makes recommendations to the Township Manager forimprovement of the Township's policies, procedures, and practices on personnel matters.Communicates changes in the Township's personnel policies and procedures and ensuresthat proper compliance is followed.
- Maintains knowledge of human resources trends and employment legislation and ensuresTownship's compliance with federal, state, and local legislation pertaining to allpersonnel matters.
- Works directly with department directors to assist them in carrying out theirresponsibilities on personnel matters.
- Recommends, evaluates, and leads staff development for the Township.
- Administers employee benefits programs including, but not limited to: development ofbenefit plan designs, conducting utilization reviews, and analyzing costs and benefits ofalternate insurance plans.
- Completes the annual review, preparation and administration of the Township's wage andsalary program.
- Performs recruitment and hiring functions; conducts exit interviews to determine reasonsbehind separations.
- Supervises Township s Administrative Assistants.
- Reviews all department s time off requests and timesheets, prior to payroll processing;Provides backup to Finance Director for payroll processing.
- Participates on committees and with special projects; seeks additional responsibilities.
- Other duties as assigned.
