Top Required Skills:
- Application Development Project Management (12 years)
- Agile experience (12 years)
- Previous work experience in government, insurance, accounting, case management, or work programs is required.
- Experience performing the Scrum Master role on an application development team required.
Nice to have skills:
- The successful candidate should be highly technically competent, a consistently high producer, a good communicator, and an overall
team player
- Prior experience as a developer in a large IT shop
- Prior experience leading Microsoft full-stack development teams
- Managing multiple concurrent projects and project teams
Interview Process: 45-minute online meeting with WebCam.
Duration: 6/30/23 with potential for extension

Brief Project Description

This request is for an applications development project manager to lead staff in the development, maintenance and enhancement of applications pertaining to vocational rehabilitation and employment and training programs in Wisconsin. The Division of Employment and Training (DET) uses several applications to manage the various aspects of employment, training, labor market information and Federal reporting programs. The Division of Vocational Rehabilitation (DVR) utilizes a case management system, as well as an external facing websites to serve their consumers and service providers. These applications are supported on a .Net/Oracle platform. Project duties will be to work as part of a team to lead the development and maintenance of DET and DVR applications using .Net tools and techniques.
The first projects assigned to this position will be technical project management of new DET projects in the areas of federal grants, mandatory, strategic, and maintenance projects to existing DET systems and provide technical project management oversight for efforts on DET IT Modernization Projects funded by the USDOL CAREERS Dislocated Worker Grants (DWG) and the federal American Rescue Plan Act of 2021 (ARPA). These projects include but are not limited to Virtual Career Services, Job Center of Wisconsin Modernization, and ASSET Case Management Modernization. Preference will be given to qualified candidates with familiarity of State of Wisconsin application systems, procedures, and development standards.

DWD is currently allowing remote work from any of the contiguous states of the United States. The contractor will be required to be available online, be present to meet all workload requirements, and must be available to attend all scheduled meetings during DWD standard working hours of 7.45 am - 4.30 pm Central Time. DWD can make changes or modifications to this arrangement with a reasonable advance notice.
