Job Description

Sr Business Operations Analyst III

Duration: Long term contract

Location: Merrifield - VA

Job Title: Professional - Business Operations Analyst III

Required Skills/Experience:

The Business Analyst is responsible for the high-level design of projects as well as writing technical specifications based on direct interaction with the target audience. The business analyst needs to write clear and precise specifications. This role interfaces with technical and non-technical team members

Technical Writing Abilities: REQUIRED

- Use active tense with Flesch reading ease of at least 80, Flesch-Kincaid grade level of less than 10.

- Draft lessons learned documents following APA standards and OWL from Purdue.

- Create and maintain document formatting.

- Maintain consistent formatting of communication materials.

- Write meeting minutes that accurately summarize decisions, topics of discussion, action items, due dates, and follow up.

- Draft specific, measurable, accountable, relevant, and traceable technical requirements.

- Deliver technical requirements within the same business day after the requirements discussions with end users.

Business Analysis Abilities:

- Draft meaningful and compelling presentations.

- Draft meaningful and compelling Visio flow diagrams.

- Perform project planning steps including researching the existing business system, documenting business requirements, and identifying improvement opportunities.

- Perform process flow analysis to understand problems that need solving and actively develop a business case.

- Assist with soliciting and drafting functional requirements.

- Create detailed functional design diagrams and documentation.

- Assist with business needs statements.

- Create and maintain business user stories and technical requirements.

- Create business case analysis.

- Assist project manager with backlog management and scrum sessions.

- Perform trade studies which involves analysis of data, survey/research, marketing study.

- Create and submit documentation needed to start, maintain, and/or end projects/programs.

- Help draft test plans based on technical requirements.

- Deliver requirement documents no later than 3 business days based on requirements discussions.

- Validate test plan aligns with customer needs.

- Assist with testing systems to verify the test plan is comprehensive and accurate.

- Draft user guides and frequently asked question documents.

- Functional knowledge of VersionOne and Application Lifecycle Management (ALM) tools.

- Familiarity with software development lifecycle and agile processes.

- Ability to effectively communicate verbally and in writing to both technical and non-technical audiences.

- Recipient shall have the ability to understand and contribute to finding solutions for both simple as well as complex problems and procedures

- Perform other related duties as assigned.

Additional Required Skills/Experience:

A minimum of ten (10) years experience in business analysis, software development and/or related field;

A degree from an accredited College/University in Software Engineering, Computer Science, Business or related discipline is preferred;

Able to perform all functional duties independently on high-visibility programs, or mission critical aspects of a given program;

Able to oversee the efforts of direct reporting resources and/or be responsible for the efforts of all staff assigned to a specific job;

Experience training/mentoring less experienced personnel;

Extensive knowledge of and experience in software development and testing, preferably using different methodologies and lifecycles (e.g. Waterfall, Agile, etc);

Extensive experience evaluating software designs against business and technical requirements to ensure correctness;

General familiarity and experience with project management methodologies/disciplines, especially in the areas of scope, cost and schedule management;

Extensive experience leading small teams and/or technical projects in the successful completion of assigned goals/objectives;

Extensive experience writing and reviewing a broad range of technical documentation, especially technical specifications and design documents;

Able to obtain clearance;

Excellent communication skills.

Additional Provisions:

Must be able to obtain a Position of Public Trust Clearance

Pass both a client mandated clearance process to include drug screening, criminal history check and credit check.

Once candidate's resume is approved and interview passed, the agency is responsible for providing drug screening. Failure to submit the drug screening results will delay the security clearance process.

If a candidate is given an interim clearance, continuation of employment is then based on the candidate receiving a sensitive clearance.

All candidates must be a US Citizen, or have permanent residence status (Green Card) or hold an H-1B Visa..
