Experts in rehabilitation and reintegration of youth involved in organised crime

Global objective

To provide an analysis on the most successful practices of the justice and penitentiary system in Ecuador, Bolivia and Costa Rica, focused in ensuring that youth involved in drugs related crimes and organised crime are rehabilitated and reintegrated, with the aim to apply these in LAC region, which hosts the countries in the world with the highest homicide rates among adolescents.

Specific objective(s)

The specific objectives of this contract are threefold: 1. To describe the situation of minors who serve sentences for drug trafficking and organised crime in selected countries, identifying best practices in the improvement of living conditions in youth prisons to decent and human rights-compliant standards. Special attention should be given to the cross-cutting objectives of the EC: rights based approach, persons with disability, indigenous peoples and gender equality.

1. To analyse the different scenarios (either recidivism or reintegration) that minors may experience after their detention in young offenders centers.
2. To identify successful non-imprisonment measures, as well as educational and professional programs and psycho-social support networks, that reduce recidivism, facilitate alternatives to judges and other criminal justice system stakeholders decisions and could be exemplified to implement similar actions in other countries or regions. 4. To provide advice on European Union approaches for rehabilitation and reintegration of youth involved in drugs related crimes and organised in the LAC region.

210 working days to be split between 3 team members according to proposed methodology

Requirements

Minimum three experts required, with a total of minimum 210 working days for the team Minimum qualifications, skills and experience required:

• Two of the experts are required to have at least 10 years of experience in the fields of fields of reintegration and rehabilitation of youth, including alternative justice measures or related to penitentiary systems.
• One of the experts is required to have at least 2 years of experience in the fields of reintegration and rehabilitation of youth, including alternative justice measures or related to penitentiary systems.
• All team members are required to have knowledge of EU external action
• Excellent written and oral communication in English (C1) and Spanish (C1) language.
