Position Summary: The Capital Projects Cost Estimator will be responsible for development of cost estimates for projects primarily ranging from $2 million to $500 million, with some support for smaller, site-based projects. The incumbent will interact with project teams from FEL-0 (project concept) through FEL-3 (Authorization) and support the CDP (Capital Deployment Process) as required. The Capital Projects Cost Estimator will act as the point of contact for all contributors to an estimate, including Engineering, Procurement, Construction, Owner as well as any other internal or external parties.
This position may be based out of Charlotte, NC, Philadelphia, PA, or Houston, TX.
Essential Duties and Responsibilities:
Support CDP by developing comprehensive and well-documented Class 5 through Class 3 estimates as defined by AACE criteria and internal guidelines.
Establish clear and concise expectations through the use of Estimate Plans or similar documentation.
Document the key elements of the estimate in a Basis of Estimate or similar document.
Integrate estimates received from AE and CM firms and other 3rd party sources.
Validate consolidated estimates using benchmarked data.
Develop estimates for owner costs/internal resource allocations.
Compile multidisciplinary estimates for internal projects, including Site Development, Processing Facilities, Non-Process Support Infrastructure, Sustaining Capital and/or Closure Estimates.
Develop internal estimates and/or validate estimates received from third party sources in support of initiatives to reduce Capital Intensity of projects.
Actively participate and effectively communicate as a member of CDP Project Teams, contributing in regular team meetings and key deliverable reviews, such as risk assessments, lessons learned, etc. to develop a project scope that reflects the business objectives.
Prepare various in-depth analysis such as contingency estimates, estimate bridges, etc.
Prepare Monte Carlo risk assessments for estimates, using @Risk platform.
Supervise, manage and validate outsourced estimate development.
Conduct site visits to understand/validate estimates and to meet with AE/CM partners.
Review the post-mortem project execution cost bridges with Project Controls Lead.
Develop/improve guidelines, tools, templates and procedures relevant to cost estimating.
Maintain estimating databases, including cost benchmarks, for future factored estimates.
Contribute to development of training and materials for Project Managers, Engineers, Functional Managers, and others, as required.
Support the IPA (Independent Project Analysis) Pacesetter and Closeout analyses.
Review internal and/or external large scope changes and verify the estimate(s).
Education and Experience:
Bachelors degree or relevant technical degree
Qualifications:
10+ years of experience in project cost estimating for international chemical or industrial plants, from project conception through closeout.
Expertise of various estimating software, including Aspen (Capital Cost Estimator/In-Plant Estimator).
Experience with setting up and managing estimate reconciliation process.
Experience with cost estimate database development/maintenance.
Familiarity with stage-gated project development processes.
In-depth knowledge of engineering, procurement and construction, and understanding of how these functions work together to accomplish successful capital investments.
Experience in project management and ability to work with multiple teams and disciplines.
Knowledge of change management principles and processes, including Design Change Notices (DCNs) and Project Change Notices (PCNs).
Ability to handle development of multiple estimates at any given time in a dynamic work environment.
Ability to travel and work in remote locations, including construction sites and manufacturing plant environments.
Organizational, analytical and problem-solving skills.
Written and verbal technical communication skills.

The employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; fumes or airborne particles and outside weather conditions when visiting chemical manufacturing facilities. The noise level in the work environment is usually low, but occasionally moderate when visiting manufacturing facilities.
