Detailed Job Description:

The recruitment is being used to fill (1) Enterprise Architect IV position for the Bureau of Information Technology Services (BITS) at the Wisconsin Department of Children and Families. The primary responsibility of this position is to lead efforts in defining best practices, standards and process improvements within BITS for technical infrastructure, application design, coding, and security. The goal for this position is to provide the most advanced level of technical expertise and leadership for all phases of the software development life cycle (SDLC) in order to increase the value and quality of products developed and supported by the section, identify cost effective solutions to saving operating costs, and shaping the future of BITS. This position is responsible to review current application security and work with our Security Unit to provide industry standard expertise, analysis, recommendations, and enforcement of web application security methods within BITS.
This position is responsible for providing guidance during integration of web applications with on prem systems, like the CARES which includes multiple platforms and operating systems, and cloud systems including emerging technologies and architectures. In order to provide the expected guidance, the position will need a thorough understanding of APIs, web application servers, reverse proxies (NAM), load balancing (F5), directory and web access management systems, session managements, security, LDAP assessable directories (AD and eDirectory), authentication and authorization including Federated Services, database connection pooling methods, troubleshooting, design and implementation. Extensive coordination and consultation with development area technical leads, other DCF technical support and applications development sections, state agencies, and vendors is expected. This position is expected to work with little supervision to create and enforce application security, code standards, deployment processes, database access and design, documentation, and process improvements to establish consistency within BITS. This position may be called upon to consult and assist implementing these standards/processes on a larger scale for BITS if requested.

Provides overall direction, guidance, and definition of an enterprise's architecture to effectively support the corporate business strategy. Responsibilities include researching, analyzing, designing, proposing, and delivering solutions that are appropriate for the business and technology strategies. Must have significant business knowledge and have one or more areas of technical expertise in which they concentrate. Interfaces across several business areas, acting as visionary to proactively assist in defining the direction for future projects. Responsible for conception of solutions, building consensus and the selling and execution of such solutions.
Bachelor's or Master's Degree in Computer Science, Information Systems, or other related field. Or equivalent work experience. Typically has 10 or more years of IT work experience in multiple IT areas and 3 or more years of relevant enterprise wide architecture experience in one or more specialty areas.
