Complete Description: The Mainframe Programmer Analyst is the technical engine for
development and maintenance of four programs. They are the Electronic Benefit Transfer
(EBT), Uniform Accounting System (UAS), Random Moment Sampling System (RMSS) and
the Debt Setoff (DSO) programs. In addition, the new resource will split time between
support of three other application systems (Job Information System - JIS, Low Income
Heating Energy Assistance Program - LIHEAP, and W4 New Hire) in a production on-call
support capacity. The Programmer’s current focus/workload includes but is not limited to:
Writes, corrects, and makes modifications to various OIT supported applications across
many programming languages and platforms.
Works effectively with OIT customers to learn specific design requirements and perform
analysis and design of computer applications.
Assists in the overall analysis and design of information technology systems.
Acts as a technical liaison between information technology staff and internal and external
customers.
Demonstrates continuous effort to improve operations, decrease turnaround times,
streamline work processes, and work cooperatively
Analyzes interprets and presents technology solutions to prepare design specifications in a
technically acceptable and cost-effective manner
Designs effective information technology subsystems and develops appropriate programs.
Conducts analyses, interprets research findings, conceives a variety of solutions to
functional problems, and reduces abstract ideas to easily understand procedures
Maintains multiple information technology systems using COBOL, CICS, DB2, QMF, VSAM,
JCL, EASYTRIEVE, CHANGEMAN, and CONTROL-M.
Develops logical code for efficient program execution
Produces written technical documentation.
Qualifications:
• Bachelors degree in computer science or a related field from an accredited college or
university AND
five years of programming experience
• Knowledge of COBOL, DB2, JCL, Utilities, and DEBUG
• Ability to think analytically
• Ability to work independently
