The Chief Enterprise Architect (CEA) will have overall responsibility and ownership for the design and implementation of the American Public Education Inc. (APEI) enterprise architecture and associated strategy. A key objective with the enterprise architecture is to drive simplification and standardization across the application and infrastructure portfolio. The enterprise architecture will also function as the vision of a target state architecture that enables the APEI business growth strategy.
The Chief Enterprise Architect leads initiatives using project management best practices and industry architecture frameworks. The Chief Enterprise Architect leads design efforts, defines end-to-end architectures, oversees, and performs research studies and presentations that include recommendations, and instructions for proposed implementations; formulating
logical descriptions of problems; and recommending optimum solutions. This position requires someone with proven industry experience working with significant degree of creativity and independence.
The Chief Enterprise Architect works with other IT groups in defining architectures, leading projects that cross University systems that require coordinating, planning, and scheduling during project transition, development, and implementation stages. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
The intent of enterprise architecture is to determine how an organization can effectively achieve its current and future objectives. It starts with a business architecture that reflects the APEI corporate strategy. That business architecture is then mapped to solutions architecture, application, data, integration, and infrastructure architecture as well as cyber security.

Understanding the meanings and relationships between various models.
Developing and maintaining project level and Enterprise level model consistency and
integration.
Researches and makes recommendations on software products and services to support
organizational goals and objectives.
Ensures that all new applications and solutions meet functional requirements, enterprise
standards, and compliance related requirements, e.g., Family Educational Rights and Privacy Act (FERPA), Americans with Disabilities Act of 1990 (ADA), Section 508 of the Rehabilitation Act of 1973, Higher Education Opportunity Act of 2008 (HEOA).
Ensures that most, if not all, student and faculty facing applications are accessible by users using multiple devices, e.g., pc's, tablets, smart phones, and web TVs and are compatible with RIM, iOS, Android, and Windows operation systems.
Understanding of appropriate technologies
Developing methods and techniques for modeling technologies
Serves as a member of the IT Leadership Team, working to deliver mission critical software
services.
Work Environment and Physical Demands:
Required Skills:
Hybrid role requiring onsite at the Main headquarters in Charles town WV, as well as travel to affiliate offices.
Communications, both verbal (e.g.: presentations, seminars, etc.), and written (e.g.: reports, articles, etc.).
Group session facilitation.
Team leadership.
Marketing ("selling" the results of architectural approaches through presentations).
Analysis and design.
Modeling and graphical representations and abstractions. Actual experience developing and
building models based on service-oriented Architecture
Management (e.g.: prioritization, trade-off analysis, psychology, etc.).
Very strong ability to lead through influence.
Required Education:
Requires a bachelor's degree in Computer Science, Information Systems, Business Administration, or in any engineering field.
Required Experience:
Requires 10 ten years' experience as Enterprise Architect. Experience must include managerial
experience in IT with a focus on defining and developing architectural frameworks and standards in an online intensive B2C industry.
Also requires:
Experience in IT planning, organization, and development;
Strong knowledge of business processes, management, project budgeting, and business office operations;
Experience in defining a Technology strategy that supports the business strategic goals, Optimizing the long-term value attainment and a reduction of technical debt. Excellent understanding of project management principles; Demonstrated ability to apply IT best practices in solving business problems;
Strong understanding of performance management principles, practices, and procedures;
Track record for delivering the architecture of a large organization and demonstrated ability to execute to the architectural plan.
