Job Description

Construction Manager Job Description:

1. The Project Construction Manager (CM) is responsible for managing all construction-related activities throughout the scope of the project. The CM is responsible for day-to-day construction activities, which include, but are not limited to, managing subcontractors, independent testing companies, fabricators and suppliers.

2. The CM will coordinate with the Quality Manager and Safety Manager to implement Quality and Safety plans. The CM will also assist in the development, management, and implementation of the Project Schedule. Other duties include maintaining as-built documentation, preparing required submittals, coordinating with the Lead Engineering Manager, outside agencies, and Utility companies on construction-related matters.

3. It is the responsibility of the CM to see that all construction complies with applicable codes and standards. In addition, the CM will ensure that construction is based on ‘Issued for Construction Drawings

4. Responsibilities include but are not limited to acquiring construction permits, managing Subcontractors, independent testing companies, fabricators and Suppliers, coordinating with Quality Manager and Safety Manager in the implementation of project Quality and Safety plans, development, management, and implementation of Project Schedule, preparation, submittal, and management of construction submittals, maintaining as-built documentation, coordinating with Design Engineering Manager, outside agencies, and Utility companies on construction-related matters.

5. The Construction Manager is required to maintain As-Built documentation.

6. Conduct preliminary site walks with WMATA personnel and contractors to determine site suitability and prepare preliminary site sketches.

7. Obtain WMATA badging and will attend and complete right of way training provided by WMATA.

8. Ensure subcontractors have received the required training and badging for access to any WMATA-owned site.

9. Work with Motorola Engineering to identify sites and identify the information required for each site.

10. Ensure all documentation is properly placed in the project folder within the Motorola Procore Project Site.

11. Coordinate with the Project Safety Superintendent to submit site access requests and Site-Specific Work Plans (SSWPs) as needed.

12. Hold weekly meetings with WMATA to review progress.

13. Manage progress on delivery.

14. Manage onsite activities as required.

15. Audit sites for compliance to design.

16. Ensure the asset management process is adhered to.

17. Coordinate with Safety and Quality assurance managers to assure the established procedures are adhered to during construction activities.

18. Ensure proper signage is posted at all construction sites in accordance with section 01580 of FQ15000

19. Digital Still Photographs - Submit with record of photographs, identification of vantage point, date of photograph and electronic file name. Submit the following types of still photographs:

19.1 Pre-Construction Photographs:-Submit 7 days prior to start of construction at each location

19.2 Pre-Construction Photographs:-Submit 7 days prior to start of construction at each location

19.3 Monthly Construction Photographs- Submit every 30 Days.

19.4 Subject-specific Construction Photographs- such as, but not limited to still photos showing potential change, non-conformance, quality, and property damage photo documentation

19.5 Completion of Construction Photographs- Submit within 7 days of completion for each location

19.6 Pre-construction, construction, and post-construction photos of the operator area, radio unit, cabling from radio unit to its antenna, and antenna location for every vehicle receiving a radio

20 Temporary Construction Facilities-

20.1 Site plans indicating all temporary facilities, utility connections, traffic flows, and working drawings of temporary facilities for approval by Authority and applicable Jurisdictional Authorities within 14 Days of Notice to Proceed.

20.2 Reports of the results of tests, inspections, meter readings, and similar procedures performed for temporary facilities for the Authority’s information and records.

20.3 A plan of the on-Site plant layout for approval 14 Days prior to the start of construction.

20.4 A schedule indicating implementation and termination of each temporary facility within 14 Days prior to the start of construction or other period as may be approved by the Contracting Officer Representative.

21 Temporary Utilities-

21.1 Reports for tests, inspections, meter readings, and similar procedures performed for temporary utilities.

21.2 Indicate the schedule for implementation and termination of each temporary utility as appropriate to the Authority

22 Temporary Barriers – Submit shop drawings indicating location and fencing material for pedestrian access area
