Job Description

Job Purpose Source and identify candidates that fit the profile of current open and future positions, screen and track applicants to fill existing and future job openings, and promote career opportunities within OUC. Responsible for development and maintenance of a pipeline of prequalified candidates for improved time to fill and efficiency of the recruitment process. Work collaboratively with hiring managers to ensure that HR processes and procedures are followed efficiently, effectively, and in alignment with OUC policies and goals and compliant with all local, state, and federal laws. This position plays a key role in maintaining a high level of quality HR services, will work in a team-oriented environment and provide support to the department through a strong work ethic, sense of commitment, and a strong desire to succeed. Primary Functions Ensure compliance with the laws and regulations as it relates to online sourcing, staffing and hiring practices; proficiently source quality candidates within the specified time frame and manage a pipeline of candidates; Develop, execute and monitor online candidate search campaigns using a variety of internet search engines as a delivery vehicle for producing quality candidates; Handle full cycle recruitment and process hiring for all successful candidates; Conduct intake meetings with hiring managers to ensure full understanding of positions and to ensure partnership in the recruiting and sourcing process; Consult with hiring managers on an ongoing basis to develop and implement strategies for future staffing needs; Manage and utilize the Applicant Tracking System (ATS) to maintain a continuous qualified candidate pool; Respond to inquiries regarding positions and assist applicants with the application process; ensure that internal applicants are informed of hiring decisions based on decision of interview team; provide feedback to internal applicants who have specific inquiries related to the selection process and provide coaching to internal applicants; Contact applicants to inform them of employment possibilities, consideration, and selection and manage the candidates from interest through application; Interview and evaluate candidates to determine qualifications as compared to hiring and job specifications by both phone and "in-person" interviews and follow up with candidates, Talent Acquisition Team, and hiring managers as needed; Implement creative and targeted search/marketing strategies that help recruiting be more successful in pipelining both active and passive candidates and source candidates across diverse practice areas and locations; Identify, attract, engage, qualify potential candidates and keep candidates interested in OUC for future job openings; use social media to promote branding and sourcing; Advise managers and employees on staffing policies, procedures, pre-employment and onboarding process; Compose and extend the formal offer letter of employment; hire applicants through ATS and handle appropriate documentation related to the hiring process; Participate in special departmental and Human Resources projects and may participate in projects outside the direct scope of Human Resources in support of organizational interviews; partner with the Sr Talent Acquisition Specialist and Manager to develop and deliver in-person and e-learning training related to Talent Acquisition (i.e. interviewing); Proctor assessments; Assist with college and trade school recruiting initiatives by: Partnering with the Diversity & Inclusion Specialist in building college, trade, technical school recruiting strategies; Engaging students through job fairs, information sessions, case studies, campus organizations, etc.; Streamlining on-campus and on-site interview, selection, and offer processes; Attending various career fairs; Perform other duties as assigned.

Working knowledge of all, but not limited to, the following: Office of Federal Contract Compliance Programs (OFCCP) requirements for tracking candidates, applicants, and prospects; Equal Employment Opportunity (EEO) and the Americans with Disabilities Act as Amended (ADAAA) as related to application and hiring; Hands-on recruiting and sourcing experience; Thorough understanding of State, Federal, and local employment laws; Public Records requirements; Passive candidates recruitment and high level sourcing techniques and Boolean searches Familiarity with all, but not limited to, the following: Experience with IT, technical, and engineering Recruitment Diversity and Inclusion initiatives Ability to: Influence hiring managers and provide direction and recommendations regarding the hiring process; Exercise independent judgment, prioritization and planning in daily activities; Work and attend events outside of standard work hours, which may include evenings, early mornings or weekends; Gather information, reports and metrics from software systems Use Advanced Microsoft Office Suite (Excel, PowerPoint, Word, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.).

Minimum of three (3) years of Talent Acquisition experience including full cycle recruiting both professional exempt and non-exempt white and blue collar workers Previous experience with IT and Technical recruiting Workforce planning experience is desired Experience using Cornerstone Applicant Tracking System is desirable Utility experience a plus Certifications and/or licenses preferred : AIRS Professional Recruiter Certification (required within one (1) year of hired), and Certified Social Sourcing Recruiter, or Certified Military Veteran Recruiter, or Certified Internet Recruiter

Associates Degree in Human Resources, Business, Marketing or related field of study from an accredited college or university; two (2) years of additional experience (as described below) may replace each year short of the education requirement Bachelor's Degree preferred
