Job Description


Title: Techno-Functional Analyst

Location Philadelphia, PA (Remote)


Position overview / Statement of Work

Client is seeking a part-time contractual position in alignment with One Philly to provide production support assistance with the Oracle Advanced Benefit (OAB) system. This role will work with the OnePhilly Benefits Lead and Management of Health and Welfare and central departmental business users to analyze, research, document, and resolve production support issues and optimize business processes using delivered application configuration and the underlying Oracle technologies and tools

Work activities:

  • Set up the new Benefits plan for Steelworkers Local 286 at FJD

  • Set up Open Enrollment for 2022
  • Set up ongoing Interfaces for a potentially new Critical Illness vendor.
  • Complete full Cycle Oracle Advanced Benefits (OAB) implementation for Open Enrollment for a very large municipal workforce
  • Successfully implement Oracle Advanced Benefits 12.0.4 and manage project and resources to scope and timeline.
  • Design, configure, implement, and test many Benefit Groups, Plan Types and Plans/Options for Flex, Non- Flex.
  • Design automatic Benefit plans with plan enrollment requirements based on predefined criteria to ensure employee receives default benefits upon enrollment.
  • Implement Self Service Benefits and assist client with the Open Enrollment process for the new Benefit Enrollment period for very large municipal environment
  • Provide technical insight to technical consultants regarding reports and data conversion for all modules and the data extract tool for Oracle Advanced Benefits.
  • Develop test plans, scripts and functional training documentation.
  • Design custom Benefits and Payroll reports
  • Follow the already established development Standards and Processes
  • Follow the already established change management process for the team
  • Review requirements documents; create technical design, deployment and other required documents per the Standards and Processes
  • Provide production support, documentation, and delivery of ad-hoc requests
  • Provide regular status updates to management
  • Support business continuity and disaster recovery
  • Create migration documents and work with DBAs to implement required solutions
  • Work with third party vendors to validate the accuracy and completeness of interfaces

Skills/experience of the assigned staff:

Required

  • More than 10 years of Oracle Advanced Benefits (OAB) implementation/upgrade experience as a developer.
  • Hands on experience with Oracle development and integration technologies.
  • Possesses knowledge in building and supporting customizations and 3rd party system integration.
  • Experience participating on teams comprised of integrated client, consulting firm, and/or independent Oracle consultants.
  • Experience performing OAB upgrade and/or implementation projects in a multi-entity shared services transaction processing environment with employee populations of greater than 30,000.
  • Expertise with Microsoft Office suite of products such as Word, Excel, PowerPoint, Visio, Access,
  • MS Project, and SharePoint and/or equivalent
  • Knowledge of Oracle Advanced Benefits transaction processing and OAB technical development components.
  • Knowledge of full Systems Development Lifecycle (SDLC) from a development perspective.
  • Ability to keep OAB data confidential.
  • Strong problem solving and analytic skillsets.
  • Strong verbal and written communication skills with ability to create leader, user, and project documentation and procedures, clearly and concisely.
  • Strong meeting facilitation and interviewing skills.
  • Ability to work well with individuals at all levels within and outside the organization.
  • Extensive supervising, coaching and collaborating skills and overseeing high quality and timely deliverable creation.
  • Ability to work well under pressure in a fast-paced organization



Minimum 4 years of experience in Threat Management/SOC/Incident Response environment performing security event and incident detection and handling in an operational environment.
