Project Description:

The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the health benefit exchange to modernize the eligibility system for health and human service programs.

Position Description/Daily Tasks and Responsibilities:

Responsibilities will include analysis of existing source code or applications and produce documentation, business process or system flows, and business rules Arrange programming sequence by analyzing source code, preparing workflows charts and diagrams using technical capabilities, programming language, and logic Produce data mapping and specifications related to data structures Produce work products and deliver artifacts in line with business needs and project plan

Collaborate with other team members and stakeholders

Understand and adhere to project timelines and priorities

Other development and analyst duties as assigned

Mandatory Qualifications:

1. Level II- Between four (4) and seven (7) years of experience as a Developer
2. Six (6) years of experience in implementing Java applications using JSP, EJB, JMS, Spring, Web Services, JPA/Hibernate
3. Six (6) years of experience in analyzing and debugging SQL queries, stored procedures (eg. PL/SQL code) and working with data in relational databases like SQL Server, Oracle, MySQL etc

Desired Qualifications:

1. More than five (5) years experience in implementing web applications using scripting languages Java Script framesworks in Angular JS, React JS and Node JS for front-end technologes
2. More than five (5) years experience as analyzing existing Java applications collaborating with internal teams to produce documentation related to business processes and business rules
3. More than five (5) years experience implementing request-driven frameworks such as Spring MVC, JSF, Primefaces,
4. More than two (2) years experience using business modeling tools to document business process flows
5. Experience developing or analyzing in various languages such as VB.Net, C++ or Cobol
