Quantity Surveying Leadership:
- Lead and manage the quantity surveying function for largescale development projects ensuring effective cost management and value engineering.
- Develop and implement cost control and management strategies across all project stages from inception to completion ensuring alignment with project budgets and client expectations.
- Mentor and guide the quantity surveying team fostering a culture of excellence and continuous improvement in cost management practices.
- Liaise with senior management to provide cost forecasts financial reports and budget updates ensuring financial transparency and control across projects.
Cost Management and Control:
- Oversee the preparation of accurate and detailed cost estimates budgets and financial plans for all phases of the project lifecycle.
- Ensure that the projects are delivered within the agreedupon budgets monitoring cost performance and addressing any discrepancies in real time.
- Proactively manage the variation process ensuring that all cost variations are assessed negotiated and managed according to contract terms.
- Develop and implement cost control procedures and systems to monitor project costs mitigate financial risks and ensure cost efficiency.
Contract Management:
- Lead the preparation negotiation and administration of contracts ensuring compliance with all contractual obligations terms and conditions.
- Monitor subcontractor performance and manage subcontractor cost claims ensuring compliance with project requirements and contract terms.
- Advise on contractual matters including risk management and dispute resolution ensuring that the project remains legally and financially secure.
Project Reporting and Documentation:
- Prepare and review comprehensive cost reports and financial statements for project stakeholders providing clear insights into cost performance forecasts and potential risks.
- Develop maintain and manage accurate financial documentation including cost estimates variation orders and progress payment schedules.
- Ensure that all costrelated documents and records are properly maintained versioncontrolled and easily accessible for audit and review purposes.
Value Engineering and Cost Optimization:
- Implement value engineering strategies to optimize cost savings without compromising the quality or scope of the project.
- Identify opportunities for cost reduction and process improvements throughout the project lifecycle ensuring that the project delivers maximum value for money.
- Collaborate with project managers engineers and other stakeholders to identify costeffective solutions and implement costsaving measures.
Stakeholder Engagement:
- Work closely with clients contractors suppliers and project stakeholders to ensure alignment on costrelated matters and financial expectations.
- Provide advice and support to stakeholders on cost contract and procurement issues ensuring successful project delivery within the approved budget.
- Attend project meetings and provide updates on cost performance financial forecasts and potential risks to project timelines and budgets.
Compliance and Regulatory Management:
- Ensure compliance with local and international standards codes of practice and regulatory requirements related to quantity surveying and cost management.
- Stay up to date with changes in industry regulations and costrelated practices ensuring the companys methods are aligned with current standards and regulations.
Qualifications :
Education:
- A Bachelors degree in Quantity Surveying Civil Engineering Construction Management or a related field is preferred.
- Professional certifications such as MRICS (Member of the Royal Institution of Chartered Surveyors) or equivalent are highly desirable.
Experience:
- Minimum of 15 years of experience in quantity surveying within the construction infrastructure or development sector with significant experience on largescale projects.
- Proven ability to manage and lead cost management and quantity surveying activities on complex projects ensuring financial targets are met and exceeded.
Skills:
- Strong leadership and team management skills with a focus on mentoring and developing a highperforming team.
- Expertise in cost estimating cost control value engineering and contract management.
- Proficiency in quantity surveying software cost management tools and spreadsheets (e.g. CostX Procore MS Excel).
- Excellent communication skills in both Arabic and English both written and verbal.
- Indepth knowledge of local Saudi Arabian construction regulations procurement procedures and industry standards.
Preferred:
- Saudi National (preferred for local knowledge and regulatory compliance).
- Experience in managing cost control for government or largescale infrastructure projects in Saudi Arabia.
