The primary objective is to enhance the consistency and efficiency of program delivery, ensuring all tasks align with a best-practice Project Delivery Approach while adhering to defined scope, timelines, budget, and quality standards.
Key Responsibilities
PMO Strategy Development
The director will define the PMO strategy, leading the design and implementation of a robust program management methodology, including standards and tools. This framework will drive the successful delivery of tasks and the overall program, ensuring that best practices are consistently applied across all initiatives.
Interdependency Management
Effective management of interdependencies across various project packages is crucial. The director will coordinate efforts to ensure clear communication regarding project deliverables, risks, and issues among stakeholders. This includes the monitoring and evaluation of key performance indicators (KPIs) to track project health and performance.
Strategic Issue Identification
Identifying and defining major strategic issues for the program is a key responsibility. The director will integrate the interests of Green Riyadh leaders to inform the development and prioritization of package initiatives, proactively understanding and mitigating potential risks.
Data Integration and Reporting
Integrating IT systems, dashboards, and KPI data into the reporting process is essential. The director will ensure seamless information sharing with the RCR, providing stakeholders with timely and relevant data to support decision-making.
Policy and Strategy Development
The director will define strategies and organizational policies that facilitate the strategic coordination of multiple major packages and initiatives, enhancing overall program efficiency and effectiveness. This includes fostering collaborative relationships with package leaders and assessing the capabilities of cross-functional project teams.
Task Planning and Monitoring
Detailed project implementation plans will be created for each task. The director will ensure that progress monitoring is timely and accurate, providing clients and stakeholders with the visibility needed for informed decision-making. Monthly and quarterly reports related to the Green Riyadh Program will be drafted and delivered as part of this oversight.
Proactive Issue Management
The director will implement robust processes for recording, monitoring, and managing risks, issues, and dependencies to minimize disruptions to successful delivery. This includes establishing a notification and escalation process for managing both underspend and potential overspend, ensuring appropriate approvals are sought in these scenarios.
In summary, the Project Controls Director is essential for leading the PMO, ensuring effective project delivery through strategic oversight, proactive risk management, and efficient coordination among stakeholders.
