Stantec is looking for construction administration and management professionals to act as owner representatives on multiple sites across the Kingdom of Saudi Arabia to supervise the construction of buildings and facilities related to government and defense projects. The candidates responsibilities include project management contract administration engineering inspections quality assurance reporting on progress and health and safety inspection. Bilingual Arabic/English ability is a must. Experience with government and defense facilities is a plus.

Responsibilities:

  • Assists CLIENT personnel by performing office and field interdisciplinary duties associated with CLIENT civil and military projects including construction management and coordination with the U.S. Army Corps of Engineers Customers and other agencies.
  • Provides subject matter assistance regarding Saudi national and international standards and
    projects for:
    (a) Civil and structural engineering designs soil and foundation analysis for horizontal and vertical construction including but not limited to facility site layout site drainage geotechnical consideration material selection and recommendations for roads bridges and structures; water treatment and distribution infrastructure and systems; and wastewater collection and treatment infrastructure and systems.
    (b) Electrical engineering designs system components installations and system construction
    including but not limited to primary power generation and distribution infrastructure commercial
    and industrial electrical systems and resident electrical systems.
    (c) Mechanical engineering designs system components installation and system construction
    including but not limited to site facility and building mechanical systems for commercial
    industrial and resident applications; water treatment and distribution infrastructure and systems;
    and wastewater collection and treatment infrastructure and systems.
  • Provides written recommendations to CLIENT personnel on Contractorsubmitted engineering
    designs and plans for a variety of applications. Monitor the timeliness of all such submittal
    reviews in order to ensure their completion within the time frames required by the contracts
    involved. Monitor the contractors (design construction or service) submittal log and advise the
    Government of late or overdue submittals.
  • Perform Biddability Constructability Operability Environmental and Sustainability (BCOES)
    review of design drawings and specifications prepared by others and provide recommendations to
    CLIENT personnel. BCOES reviews may consist of but not be limited to such areas as general
    siting requirements climatic conditions materials availability materials delivery the applicability of
    the design standards being used coordination between disciplines and drawings and other unique
    conditions restricting construction and construction schedules involved. In short a BCOES review
    is to confirm that a project can be bid constructed and operated; and that it complies with all
    required environmental regulations and requirements and is sustainable. All comments are to be
    provided in writing to the Government in a complete detailed and clear manner.
  • Review and comment upon proposed construction or service performance techniques procedures
    and methods prepared or proposed by others and provide recommendations to the Government
    with respect to approval or disapproval actions that should be taken. Review on behalf of the
    Government and provide to the Government comments with respect to quality control plans
    procedures and techniques and perform compliance inspections of how they are actually
    implemented.
  • Prepare and update quality assurance plans and procedures for the Government tailored to the
    construction projects involved or services to be provided. Perform the quality assurance inspection
    and testing activities and fully document those activities for appropriate action by the Government.
  • Conduct the full range of quality assurance inspections and testing in order to substantiate or
    otherwise verify the suitability of inplace work materials and equipment or services provided
    including testing at equipment manufacturers factory locations and provide findings to the
    Government for appropriate action. Testing may involve hazardous materials (not including
    ordnance) and may require the AE to provide appropriate testing equipment if unavailable within
    local testing laboratories or require shipment of samples to a governmentapproved testing
    laboratory.
  • Monitor construction contractors or service providers procedures for the identification classification tracking resolution and disseminating of information pertaining to construction and performance deficiencies and provide findings to the Government for appropriate action in order to ensure timely corrective action as well as the prevention of similar occurrences. Substantiate that proposed corrective actions are appropriate for the specific deficiency and provide findings to the Government for appropriate action.
  • Assist the Government in an advisory capacity at preparatory inspections held prior to the
    commencement of the work. Prior to conducting preparatory inspections perform all appropriate
    preliminary activities such as insuring that where appropriate the correct site location layout and
    elevations of the work have been established. Verify that all required preliminary actions have
    been taken such as submittal review and approval of shop drawings; approved materials supplies
    and equipment are on hand in the quantities required; safety job hazard analyses have been
    prepared and approved; qualified workmen are available and properly prepared; field supervisory
    staff is knowledgeable and qualified; appropriate testing equipment is on hand properly calibrated
    and functioning; and any required manufacturers technical representatives or specialists are
    available. Prepare written reports for the Government in a timely manner that document all aspects
    of preparatory inspections and advise the Government as to whether the construction contractor or
    service provider should be allowed to proceed with the work.
  • Inspector must be familiar with Corps of Engineer manuals ER 118016 Construction Quality
    Management. Provides quality assurance oversight documentation of such oversight and
    recommends corrective actions to CLIENT personnel as required to ensure highquality
    performance on Contractor executed engineering projects or project tasks. Writes reports
    recommending corrective action on deficient conditions.
  • Perform review of construction contractors or service providers daily quality control and safety
    reports to assure that the quality control operations are adequately documented (including such
    activities as level of inspections inspection results testing procedures and results deficiency
    correction actions etc.) and that work is being performed in a safe manner and provide findings to
    the Government for appropriate action. Provide daily quality assurance inspections and
    surveillance of construction contractors or service providers quality control programs and safety
    programs and provide findings to the Government for appropriate action in order to ensure
    compliance with their contract requirements. Review ongoing construction work or services being
    provided to verify that materials and workmanship or services conform to contract requirements
    and provide findings to the Government. Within 24 hours of such inspections submit daily quality
    assurance reports to the Government using the Corps of Engineers automated construction
    contract administration and reporting system Resident Management System (RMS). The 24 hours
    mentioned above do not include holidays and weekends.
  • Attend and participate in (in an advisory capacity) meetings such as preconstruction and preperformance
    conferences quality control coordination meetings progress meetings or other
    conferences and meetings held between the Governments representatives and construction
    contractors or service providers or where authorized between representatives of other
    architectural firms and the Government. The Inspector is prohibited from officially representing
    CLIENT in such meetings.
  • Monitor the construction contractors and/or service providers performance during warranty
    periods and report findings to the Government. Attend and document the results of the four and
    ninemonth warranty inspections and provide recommendations to the Government concerning any
    outstanding warranty items. Monitor any warranty actions in order to verify the contractors
    compliance and report findings to the Government.
  • Maintain master sets of drawings and specifications for the use by AE and Government personnel
    in the performance of quality assurance technical services and contract administration activities.
  • Monitor the preparation of asbuilt documents by contractors to ensure that those documents are
    being prepared on an ongoing basis and report findings to the Government. Review contractor
    submissions of asbuilt drawings for completeness and accuracy and provide advice in writing to
    the appropriate Government personnel as to the acceptability of such submissions.
  • Works with CLIENT Safety Officer to assist with providing safety oversight documentation of
    such oversight and directs corrective actions in cases of lifethreatening situations when
    appropriate to ensure worker safety during the performance of Contractor executed engineering
    projects or project tasks.
  • Assists the appointed Contracting Officers Representative and/or project engineer in interpreting
    and at the direction of CLIENT personnel enforcing contractual provisions regarding Contractor
    engineering requirements and deliverables.
  • Documents and provides reports to CLIENT personnel regarding Contractor progress toward
    accomplishing contractual scopes of work. Prepares daily reports of activities reflecting the progress
    of construction quantities and quality of materials placed weather conditions reasons for delays
    in construction instruction given to Contractor and any unusual circumstances encountered.
    Prepares daily reports with photographs to consolidate the ongoing activities of the project.
  • Serves as EnglishArabic Language specialist on a wide range of issues including conferences with
    the Contractors submittal reviews translation of design documents etc.
  • Maintains professional files in a systematic retrievable and contractually enforceable manner.
  • Provides translation services oral and written for CLIENT staff as needed.
  • Assists CLIENT personnel in training and mentoring initiatives by providing subject matter
    expertise and conveying cultural meaning and intent; e.g. coordinates plans develops and
    evaluates training training needs and course objectives.
  • Performs other duties as assigned.

Qualifications:

  • University/College technical degree and/or equivalent work experience relating to the engineering
    technology required and shall have construction contract administration experience.
  • Minimum of 7 years overall experience
  • At least 5 years of relevant experience in Engineering
  • Level 2 English language ability. Ability to speak and read Arabic.
  • Ability to use a variety of office equipment (i.e. computers running MS Office (Word Excel Outlook PowerPoint) copiers scanners digital cameras).
  • Ability to work as part of a multidisciplinary team.
  • Familiar with Corps of Engineer manuals ER 118016 Construction Quality Management. Provides quality assurance oversight documentation of such oversight and recommends corrective actions to CLIENT personnel as required to ensure highquality performance on Contractor executed engineering projects or project tasks.
