The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:
1. GENERAL: This is a nonpersonal services contract to perform as a Catholic Director of Music to support the
Catholic Congregation at Joint Base MyerHenderson Hall on a weekly basis consisting of approximately 1012 hours per week. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to MMI.
1.1 Description of Services/Introduction: The music director shall provide all personnel equipment supplies facilities transportation tools materials supervision and other items and nonpersonal services necessary to perform Music
Director services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The music director shall perform to the standards in this contract.
1.2 Background: The Government requires Music Director services in support of military religious and worship activities. The Music director shall provide support to the Religious Support Office (RSO) Chaplains and Religious Affairs Specialists for Department of the Army (DA). The location(s) and time(s) will be specified in the PWS or modified in the contract by the Contracting Officer.
1.3 Objectives: The music director shall facilitate the communal public worship life to enhance full and active participation of the assembly or congregation. The Music director shall plan administer and evaluate the quality of musical experiences in collaboration with Religious Denomination Military Chaplain Chaplain Staff Religious
Affairs Specialists and the DA Civilian workforce.
1.4 Scope: This is a NonPersonal Services Contract between the Installation/Garrison Religious Support Office
(RSO) and the music director to perform tasks and provide deliverables identified herein at Table 1. This PWS defines the requirements/deliverables of the music director; ensuring the individual Free Exercise of Religion for military personnel family members and authorized personnel—a statutory requirement under USC Title X.
1.4.1. This contract does not create an employeremployee relationship between the Government and Music director as well as any corporation partnership business association other party or legal entity with which the Music director may be associated. The Government assumes no responsibility for costs incurred for services performed by the music director that are not included in this contract. There are no provisions for lodging employee benefits medical care retirement or Workmens Compensation Insurance. Payment will be made monthly on a per service basis.
1.4.2. The Music director shall provide support for those services for which no Unit Ministry Team (UMT) members
(Chaplains and Religious Affairs Specialists) RSO Department of the Army (DA) Civilians and volunteers can provide. The contract cannot duplicate duties required or provided by these entities as contracted services are an exception to policy.
1.4.3. This contract does not require a traditional fulltime Monday through Friday 9:00 to 5:00 type work environment. Workdays and hours will vary according to the approved Calendar of Events tasks outlined in the CLINs and the time of meetings. Many of the tasks will require holiday evening and weekend hours.
1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 60 months. The Period of Performance reads as follows: 01MAY202330APR2028

1.6.4 Hours of Operation: The music director is responsible for conducting business during the hours of all required services except when the Government facility is closed due to local or national emergencies administrative closings or similar Government directed facility closings. The music director shall provide required products/services on an as needed basis during the current period of performance. For other than firm fixed price contracts the music director will not be reimbursed when the government facility is closed for the above reasons. The Music director must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel the Music director shall keep in mind that the stability and continuity of the workforce are essential.
1.6.5 Place of Performance: The work to be performed under this contract will be performed at the JBMHH
Memorial Chapel or a designated alternate location on JBMHH as needed.
1.6.6 Special Qualifications:
1.6.6.1 The Music director shall provide a resume to the Contracting Officer and documentation to substantiate personal qualifications. Any credentials pertaining to this position training and experience is considered in the award.
1.6.6.2 The Music Director shall possess experience as a music director in religious worship settings with at least five years of experience playing piano or musical instruments appropriate at public worship services working with and directing small musical ensembles and choirs. This requirement is waiverable by the COR upon senior installation Chaplains review and approval of key personnel resumes of primary or replacement music director personnel. Any request for waiver must address congregational coordinators how proposed music director employees knowledge skills education or training prepared the employee to perform the tasks satisfactorily absent five years of relevant experience.
1.6.6.3 The Music Director shall possess a Masters Degree in Sacred Music Musical Performance or related field. This education requirement is waiverable by the COR upon senior installation Chaplains review and approval of key personnel resumes of primary or replacement music director personnel. Any request for waiver must be submitted to the COR and DRE/congregational coordinators how proposed music director employees knowledge skills experience or training prepared the employee to perform the tasks satisfactorily absent a Masters Degree.
1.6.6.4 The music director shall provide a resume which identifies music director personnels professional and spiritual understanding of church music determined by a history of working specifically in development of musical worship plans. The resume must demonstrate experience in contemporary Catholic Pentecostal traditional hymnic choral and liturgical musical trends and demonstrate a repertoire from these genres that are consistent with orthodox Christian doctrine.
1.6.6.5 Competency of Music director Personnel. All services under this contract are to be performed by an adult.
Applicants must be willing to undergo a background check. The Music director shall be fully qualified to perform the required services without any supervision or direction by Government Personnel.
2. Specific Tasks:
2.1. Basic Services. The music director shall provide services for Catholic Congregation Music Director. The music director shall lead the congregation in worship while playing a piano/keyboard (electric type keyboard) as the primary musical instrument. The music director shall play the chapel organ at the direction of the Lead Chaplain and/or as dictated by the music selection.
2.1.1 The Music director shall attend planning and coordination meetings and provide necessary actionable input for services as prescribed by the Contracting Officers (KO) scheduling.
2.1.2 Music director personnel shall regard personal information on all applicants volunteers and participants as confidential.
2.1.3 All Music director personnel shall present a neat and clean wellgroomed modest and businesslike appearance during performance of duties. The music director will wear conservative business professional dress for services and business casual dress for rehearsals. Appearance shall be appropriate for religious worship services and other activities identified in this PWS while performing under this contract.
2.1.4 All Music director personnel shall communicate and behave with etiquette in the workplace that is in keeping with the respectful and courteous professional manner befitting US military religious support activities. Music director personnel shall demonstrate to the COR dignity and respect keeping in harmony with the values and norms of the
Army Chaplain Corps. Music director personnel shall refrain from using offensive language such as swearing cursing disparaging language and other such communications.
2.1.5 The Music director shall comply with all U.S. copyright law 100% of the time.
2.2 Music Director Services.
2.2.1 The Music director shall attend periodic (projected weekly) planning meetings as required by the COR with the Catholic Congregation leadership team. The Music director will arrive to the meeting with a preselected 90day music plan appropriate to the scheduled worship services. The period of 90 days extends from the date of the meeting into the future. The preselected music plan is a living document and song selections can be modified in consultation and with the final approval of the congregational Chaplain. Periodic planning meeting are generally limited to 60 minutes.
2.2.2. The Music director shall support worship services/rehearsals on a generally weekly basis. Additional services
may be added during holidays or other religious observances. Service/rehearsal locations dates and times are
projected to be in accordance with the table below but may change at the discretion of the COR.
