Department INFORMATION & COMMUNICATION TECHNOLOGY Primary purpose of job This position requires an experienced technical engineer to be able to maintain and support medium to large systems related to Industrial Cities in the Energy sector. This position also requires end user management, business analysis, contract, and vendor management. The engineer will be responsible for systems support, he/she must ensure the system/solutions continues to work with no issue as to not hinder business continuity. Position Responsibilities: • Leads and manages simultaneously multiple medium and large size IT projects/programs to acquire or improve IT systems with a delineated scope of work to be executed within a finite time frame in a medium to high complexity context in Industrial Cities in the Energy sector. • Provide IT systems/solutions maintenance and support by monitoring the systems/solutions technical and contractual status and make sure of the solutions/systems business continuity technically and contractually. • Handles and responsible for all aspects of project’s and Contract activities including tender and contract’s from tender preparation, issuance, bidding and evaluation to establishment of contract award for the purchase, implementation, maintenance, upgrade, support and associated services of software, going through mobilization of contractor’s team until the completion and hand-over of the procured system through coordination with vendors, users and other ICT Divisions, toward its completion within budget, within approved timelines and according to established/defined quality criterions and standards. • Reviews, analyzes, and evaluates user requirements, and prepares feasibility/business case reports and technical requirements documents for ICT and end-user Management approvals and authorization to make sure that IT projects are delivered according to QatarEnergy’s business needs and approved budget. • Compile detailed Scope of Work in accordance with established Contracts and ICT department's policies and procedures, develop a detailed project plan and and track progress/plans, changes, risks, budget, assurance and change management arrangements to ensure that all project requirements are adequately documented. • Designs tender technical evaluation criteria, uses a project team to evaluate bids and recommends solutions to ensure maximum productivity benefits and cost savings to QatarEnergy. • Responsible and manages the installation, user training, commissioning IT purchased systems, and post-implementation reviews by monitoring the usage of the delivered systems through coordination with vendors, users, and other ICT Divisions to ensure proper implementation and that they are being used effectively. • Establish, involve, and maintain relationship with the client, all stakeholders, and Senior Management / Steering Committee on managing the assigned projects/programs; report and escalate to management as needed, communications with present and future stakeholders, coordinate internal resources and 3rd parties/vendors for the flawless of the projects/programs. • Participates in preparing the Section annual budget and projects plan in line with QatarEnergy financial policies and procedures by Identifying IT projects requirements from customers in order to deliver systems in the most cost-effective manner • Acts as on the Job Trainer/Coach for Qatari Associates and mentors junior project managers through both formal and informal channels. Experience & Skills •A minimum of 6 years of experience in technical support, project delivery, and system administration is required, along with the ability to demonstrate skills such as analytical thinking, methodical problem-solving, and an open-minded approach to learning and utilizing new business technology. • Extensive knowledge of organizational procedures and policies, with a steadfast commitment to strict compliance. Additionally, possessing an excellent understanding of the distinctive business requirements and processes specific to Industrial Cities. • Expertise in providing proficient support for ICT applications utilized in industrial cities within the Energy sector, specifically in the Oil & Gas industry such as: oSecurity Permit to Work system. oEmergency Management Systems. oVessels tracking and ports management systems. • Knowledge in system administration, application management and support and fundamental database management skill is required. • Demonstrated expertise in executing system upgrade and migration activities, with a strong emphasis on minimizing disruptions to business operations, data integrity and security. • Proven expertise in supporting and implementing specialized Oil & Gas Industrial Cities particularly those are crucial for operations, supply chains, maintenance, and process optimization and improvements. • Proficient in conducting business requirements analysis, effectively translating business needs into functional requirements, and skillfully developing solution architecture, High Level Design, and blueprinting. • Demonstrated track record in procurement contracting and tendering, RFP/RFQ development, scoping, evaluation, budget estimation, vendor negotiations, and contract management experience. • Demonstrated experience in successfully managing medium-sized, large-scale, and mega IT projects from conception to design, management, , and timely delivery, all while strictly adhering to budgetary restrictions. • Demonstrated ability to effectively manage and communicate with a multicultural and multinational workforce. • Possessing knowledge of cybersecurity principles, vulnerabilities, and effective threat management • Demonstrated track record in executing Vulnerability Management, Patch Management, System Upgrade, Security controls, Security Findings, etc. • Stay up-to-date with industry trends, emerging technologies, and cloud migration best practices within the Oil & Gas sector. • Experienced in conducting assessments of current applications, infrastructure, and dependencies, allowing for the determination of feasibility and migration strategies to cloud environments. Education •Holds a Bachelor's degree in Computer Science, Computer Engineering, or a related field in Engineering or Business. • Technical certifications in areas such as Cloud, enterprise architecture, ITIL, etc. is preferred. • Possession of a Project Management Professional (PMP) certification or equivalent is preferred This job has been sourced from an external job board.
