This is a fulltime onsite role as a Contracts Manager located in Muscat. The Contracts Manager will be responsible for managing all aspects (both technical and contractual) of the contract ensuring compliance with legal and regulatory requirements and resolving contractual disputes. Additionally he/she will be responsible for managing/overseeing the technical aspects of the project specifically focusing on Asset Integrity Management including RiskBased Inspection (RBI) advanced NonDestructive Testing (NDT) Rope Access Inspection and Lifting Inspection techniques. The Contracts Manager will also collaborate with internal stakeholders and client(s) to ensure successful project execution.

Responsibilities:

Has overall responsibility for the control quality and efficiency of the services and shall ensure that the services are executed fully in accordance with the requirements of the contract. Reporting to the Chief Operating Officer and shall be responsible for the following:

  • Preparation / submission of prequalification documents where and when required.
  • Recruitment of engineers inspectors and technicians when required.
  • Issue Work Orders and verify that they are filled and completed
  • Prepare the yearly financial budget for the department and monitor performance
  • Monitor the performance of employee and recommend solutions for improvement.
  • Issue Internal Non Conformity Reports as per Procedure.
  • Answer any related Customer Complaints and suggest corrective actions.
  • Attend regular Management Review Meetings Progress meeting
  • Submit Monthly Progress Report to the Managing Partner and PDO.
  • Attend weekly monthly Operational & HSE meetings with the Company Representatives and shall ensure that technical matters are properly addressed.
  • Ensuring that Inspection and QCS matters are properly addressed at such meetings.
  • Initiate discuss and propose improvement with PDO on regular basis.
  • Report verification findings to client on a monthly basis (immediate basis depending on seriousness of findings).
  • Report to PDO outcome of competence assessments for personnel as and when requested by the Company.
  • Responsible for the development and maintenance of Contractors ASNT Written Practices and for proper qualification training examination (re) certification etc. of all ASNT qualified NDT personnel.
  • Coordination and effective communication with PDO Contract Holder Contract Representatives and CSRs regarding daytoday job related issues.
  • Coordination and effective communication with Inspection supervisors and HSE Advisors regarding the daytoday job related issues.
  • Plan Schedule & Organize the whole job in an effective manner as per the PDO Requirements and related specifications.
  • Execute competence assessment of Contractors PERSONNEL
  • Train and Certify Omanis Level1 & Level2 working under the contract
  • Proactively seek opportunities for growth and development both within and outside the scope of the contract.

Authorities:

Contract Manager is authorized to sign and approves the following:

1. Technical reports
2. Letters and correspondences
3. All NDT activities in PDO contract
4. All Inspection (site) activities.

Qualifications

  • Bachelors degree or HND in mechanical engineering chemical engineering metallurgy or material science. Relevant experience in a similar position may be accepted with appropriate qualifications in inspection and NDE
  • Evidence of previous training or courses in NDT techniques & corrosion principles
  • Minimum 10 years in the oil & gas industry.
  • Minimum 5 years in managing Maintenance Inspection & NDT Contracts.
  • Substantial experience in managing a similar operation and technical knowledge of Maintenance Inspection and NDT techniques.
  • Shall be fully able to discuss technical inspection matters with the PDO/Client Representative
  • Valid ASNT Level III qualification in UT RT MPI DPI and/or VT as required per SNTTC1A 2022 for the applicable ASNT Written Practices and ASNT PERSONNEL qualifications.
  • Comprehensive working knowledge of ASNT Written Practices conducting training Maintenance Inspection & NDT techniques and corrosion principles.
  • Experience in internal quality auditing.
  • Good communication & training skills.

Base : Muscat Head Office

Salary: Negotiable based on experience and qualification

Additional Requirement :

  • Must pass the medical examination in accordance with PDO Medical Requirements.
  • Conduct site visits according to the contract plan.
