Infrastructure Execution Oversight Director

One of our esteemed clients in the ship building industry is currently seeking an Infrastructure Execution & Oversight Director to be based in Dammam Kingdom of Saudi Arabia.

Overview:

Overseeing delivery and maintenance of group shipyard infrastructures and their compliance with the frameworks and standards whilst managing related consultants and vendors and the respective contracting activities.

Strategic Responsibilities:

• Align division goals processes and resource allocation with the organizational strategy while maintaining awareness of commercial and business objectives.
• Ensure the accomplishment of organizational unit objectives by managing staff; planning and evaluating organizational unit activities.
• Define objectives identifies and evaluates trends and options chooses a course of action and evaluates outcomes.
• Accomplish financial objectives by forecasting requirements preparing an annual budget scheduling expenditures analyzing variances and initiating corrective actions.
• Maintain quality service by enforcing quality and customer service standards analyzing and resolving quality and customer service problems and recommending system improvements.
• Support with strategic problems resolution and subjective decision making.

Managerial Responsibilities:

• Supervise the entire work done by the team members and making sure it is completed on time without any delay.
• Lead the team to complete tasks and meet goals through delegation of responsibilities and supervising business operations.
• Set the vision and motivation of the team in order to achieve the sought objectives efficiently.
• Set appropriate and achievable deadlines.
• Track and report critical organizational unit performance results and escalate and negotiate business related issues to senior management.
• Accomplish staff results by communicating job expectations planning monitoring and appraising job results.

Functional Responsibilities:

• Manage the use of best use analysis and the creation costeffective plans cost estimates utilization of resources and schedules for completion of projects.
• Manage the oversight of RFP and contracting process for architects engineers contractors interior designers and other key project consultants.
• Manage the oversight of all construction aspects on multiple projects.
• Lead the management of pricing aspects of projects including creating realistic and comprehensive estimates.
• Manage the oversight of successful realization of development projects within cost time and quality constraints.
• Ensure proper tracking of project schedules and monitoring of progress and delays along with the identification of potential project risks and develop mitigation strategies.
• Endorse budgets including preparation of monthly loan draw packages and lender and/or reports for ownership.
• Manage the oversight of development and deployment of structured jobs creation programs in construction.
• Lead the management of construction operations of subsidiaries throughout all project phases utilizing project management frameworks policies and templates.
• Propose to the organizations COO the improvements and changes necessary for the proper functioning and modernization of the Shipyards and Repair facilities such as changes in the organization in the personnel in infrastructure and / or investments to better fill the operations necessity/request of support.
• Coordinate all investments that affect more than one Business in the geographical area and all those that require modifications in the infrastructure. Interacting with the different responsible areas and businesses for new investment proposals their technical reports and making specifications Order Requests and subsequent monitoring / incidents of their implementation and closure.
• Manage transport and vehicle services. Control food services fluid consumption electricity consumption materials management and warehouses of the various locations/shipyards. Compliance with the provisions of the instruction of entry control of machines and tools.
• Responsible for compliance with legal reviews of the Safety rules in the different facilities of the geographical area with the frequency stipulated for this purpose for each of them. Perform the maintenance of the updated Industrial Registry. Process and control the registrations and cancellations of all machines and facilities in the geographical area as well as collaborate in the review of inventories.

• Provide collaboration in the preparation of logistics services in institutional acts such as: hard launches deliveries floats etc. Manage and operate the launching operations in coordination with the corresponding production areas.
• Prepare the definition of the subcontracts of the technical assistance necessary for the development of the activities and the programs in progress carrying out their monitoring and control as well as prepare the budget of the tasks to be carried out by the various operation functions for a given project.
• Develop the technical office work and management of its associated contracts civil works planning and any work required before the start of the works in the geographical area and in Green Energies.
• Perform technical advice in area committees investigation of work accidents.

Qualifications:

• Bachelors Degree/Masters Degree in Management or Engineering or any other similar field.
• 12 years of experience in related field including 6 years in a leadership role.
• Saudi Nationals will be given first preference.
