The Action Plan of the Government of Mongolia forenvisages the implementation of 149 projects including 14 development projects to be intensified as a matter of priority. In order to intensify these projects a new Development Project Policy and Coordination Department was established in the Ministry of Economy and Development by the Governments decision.
In order to speed up the implementation of development projects the department prepares drafts of government policies and decisions eliminates the causes of project delays and stalls monitors analyzes and evaluates the implementation of development projects evaluates and evaluates project activities makes recommendations and manages risks. has the main function of providing regulation and monitoring implementation.
In this role it is necessary to carry out a comprehensive analysis of the implementation process of major projects in the first instance to enter policy and planning documents into a unified system and to take measures to correct planning errors.
It is expected that the analysis will improve the decisionmaking process necessary for the intensification of largescale projects. In addition in the implementation of large megaprojects a comprehensive analysis of processes and systems should cover all phases of the project.
This is because of the potential inefficiency of the parties involved in the implementation of the project process errors and delays encountered during the implementation of planned activities become obstacles and obstacles in the course of mega projects.
Therefore the purpose of this work assignment is to identify these fundamental problems in project management based on research and evidence to urgently address them and to develop detailed policy recommendations and resultsbased planning.
Responsibilities & Duties
The consultant will support MED in developing a database system that supports each stage of the development project including project planning financing investment construction monitoring evaluation and project closing.
The consultant will play a vital role in maintaining the accuracy and integrity of development project data. He/she will collaborate closely with various departments within the government ministries and agencies ensuring that information is entered correctly and efficiently.
The IT support consultant will be responsible for precisely entering and updating data into the database systems performing quality checks and resolving any discrepancies.
Deliverables
1. Deliverable 1. Inception Report: A detailed plan outlining the approach methodology and timeline for the consultancy.
2. Deliverable 2. This report will summarize the tasks undertaken in data collection and developing a database for government development projects utilizing a monitoring and evaluation methodology for the project tracking system.
Duration of the Work
The expected duration of the work is 40 Working days.
Duty Station
The consultant will work at MED. The consultant may be asked to locate at PIU based on the consultation with the NPC. Periodic meetings and other relevant activities will be conducted in specific venues and the consultant will be asked to be present to document the events/meetings.
Essential Skills
Education:
Bachelors degree in Computer Science Information Systems or a related field
Experience
At least 5 years of demonstrated experience in project management information technology systems and database analysis
Experience in ISO 21500 implementation and/or project management
Language
Excellent writing and speaking skills in Mongolian and English
