Job Description

Job Summary
Digital transformation is high on the Governments agenda and Montenegro is aiming to rapidly deploy digital infrastructure and coordinate implementation of ICT policies. The recent COVID19 crisis emphasized the importance of technology but also the pivotal role of an effective inclusive and accountable Government.
The Ministry of Health and our customer implement the activities in order to achieve full improvement of the IT systems and infrastructure in the health sector and facilitate centralized and timely management and use of reliable data for strategic decisionmaking. Information system modernization and improvement of IT architecture and infrastructure will significantly increase its efficiency and also result in savings related to maintenance and everyday operation and thus facilitate significant investments to improve the quality and standard of health services.
In order to adequately approach the improvement of the health information system it is necessary to start from the basics which implies the establishment of a target IT architecture of the information system. The Ministry of Health has initiated activities on this matter and with the support of experts in the field of IT architecture IT systems administration database management and IT systems security prepared a Technical Analysis of Health IT Systems. This analysis provides an overview of the technical aspects of all healthcare IT systems including the logical and physical architecture their components and interoperability. The analysis also includes recommendations from experts in IT architecture system administration and database management. As one of the findings of the analysis the need to establish a target IT architecture was recognized especially taking into account the plans of the Ministry of Health to introduce new systems within Integral Health Information System IHIS (electronic health record track and trace system for monitoring medicines and medical devices telemedicine mobile Health DWH and advanced reporting system). Existing setting of the IT architecture of IHIS could not support such an expansion of both the services and the number of future users. For this reason the establishment of a new scalable modern IT architecture is necessary to enable further planned development and ensure the highest possible level of security and data protection.
Responsibilities & Duties
Under the supervision of the Programme Manager and the Director General of Directorate for Digital Health in the Ministry of Health of Montenegro the expert will perform the tasks as presented below:

Current State Analysis and Gap Identification.

Applying Architectural Design Principals and Best Practices

Design of the Target IT Architecture.

Institutional Arrangements
The consultant reports directly to the Program Manager s project office of our customer in Podgorica Montenegro.
We will not provide any of the following facilities.
Office for the Consultant (as it is work from home assignment)
IT equipment (PC/Laptop/Internet)
Any other technical equipment to execute the daytoday activities from home.
Occasional travel is envisaged during the assignment. The consultant is expected to make his/her own arrangement to attend customer s Office.
Deliverables
Under the supervision of the UNDP Programme Manager and the Director General of Directorate for Digital Health in Ministry of Health of Montenegro the expert is expected to deliver the following results:

Delivery of a detailed analysis report that outlines the current state of IT systems in Montenegros healthcare sector emphasizing key findings and recommendations for its further improvement and development. 30% payment to be released.
.
Terms of Reference for the development of IT architecture that meets the needs of the Ministry of Health Health Insurance Fund and other responsible healthcare institutions. 30% payment to be released.
.
A comprehensive final report summarizing the project s outcomes challenges encountered lessons learnt and recommendations for future improvements and cooperation within the similar assignments. 40% payment to be released.
Essential Skills
.
Advanced degree i.e. minimum master s degree in artificial intelligence data science technology policy or a related field.
.
Certification in TOGAF (The Open Group Architecture Framework) or Zachman Framework or other recognized enterprise architecture certifications can be considered as an advantage.
.
Certifications such as PMP (Project Management Professional) or PRINCE2 demonstrate competence in managing largescale IT projects including planning and resource management can be considered as an advantage.
.
Certifications like CISSP (Certified Information Systems Security Professional) or CISM (Certified Information Security Manager) demonstrate expertise in designing secure systems and ensuring data protection and privacy can be considered as an advantage.
.
At least 8 years of experience in IT architecture roles with a proven track record of designing implementing and managing largescale IT systems in healthcare. Experience should include both logical and physical architecture design particularly in complex environments like healthcare.
.
Significant experience (5 years) working on IT projects within the healthcare sector. This should include familiarity with the unique challenges of healthcare systems such as interoperability data security and compliance with healthcare regulations.
.
Expertise in integrating various IT systems ensuring interoperability between different platforms applications and databases. Experience with healthcare data standards (e.g. HL7 FHIR) is particularly important.
.
Deep understanding of electronic health records (EHR) health information exchanges (HIE) telemedicine platforms mHealth applications and data warehousing solutions withat least one EHR system implementation reference.
.
Strong expertise in IT security including designing architectures that protect sensitive health data. Knowledge of encryption techniques access control mechanisms and compliance with GDPR HIPAA or similar regulations is essential.
.
Proven ability to engage and collaborate with a wide range of stakeholders including government officials healthcare providers and external partners. Experience in managing stakeholder expectations and achieving consensus on complex issues.
Soft Skills/Competencies
.
Strong experience in enterprise IT architecture design with a focus on largescale national healthcare systems..
.
Understanding of healthcare information systems including electronic health records (EHR) health information exchanges (HIE) telemedicine platforms and mHealth applications.
.
Familiarity with healthcare data standards like HL7 FHIR and DICOM.
.
Expertise in integrating disparate systems and ensuring interoperability across various platforms and healthcare providers. Proficient in using APIs middleware and enterprise service buses (ESBs) for seamless data exchange.
.
Proficiency in data architecture including data governance data modeling and database management. Strong knowledge of data security best practices encryption techniques and compliance with regulations like GDPR and HIPAA.
.
Experience with network and cloud infrastructure including designing and deploying solutions on platforms like AWS Azure or Google Cloud. Knowledge of virtualization technologies and hybrid cloud environments.

The selected contractor will be required to provide proof of insurance coverage as stated in the Statement of Health herewith attached prior to contract signature.
