Job Description

3 months contract with a Southeast London based Local Authority

Job Summary:

To coordinate the daytoday operation of the Boroughs 24hour CCTV system in accordance with the scheme s code of practice operational procedures and statutory regulations. Day to day running of the CCTV control room presently monitoring over 500 cameras covering the borough. This includes the management and running of the Lewisham Homes CCTV system.

To maintain and supervise both the CCTV monitoring and maintenance contracts for the borough along with any other technical issues for the scheme. This includes supervising of the CCTV operators and maintenance engineer while on site.

To support the performance of the monitoring and maintenance contractors the efficiency and effectiveness of the monitoring and maintenance staff to ensure meaningful compliance with the monitoring contracts.

To improve operational use of the system evidence gathering increased working with the police and other Safer Communities Service partners and improvement of performance management.

To support the council police lead Council officers and external partners in increasing the scope and effectiveness of the CCTV service provision.

Key Duties/Accountabilities:

Ensure that all evidential digital material and subsequent viewing is carried out in a way acceptable to its use as evidence in a court of law and that procedures guidelines and Codes of Practice are constantly monitored to ensure that they have not been affected by court judgements.

Identify and develop intelligence links in collaboration with Police and other appropriate internal and external agencies.

Advise all relevant agencies and LBL departments on the operation and administration of CCTV.

Monitor and evaluate the effectiveness of the CCTV scheme the performance management agreements.

Attend meetings related to any aspect of CCTV operation and deal as appropriate with matters arising.

Responsible for the security and health & safety of the control room including viewing room and Lewisham Homes monitoring office.

Responsible officer for all aspects of compliance with legislation relating to CCTV operation including the UK General Data Protection Regulation Act Data Protection Impact Assessment Data Protection Human Rights and Freedom of Information. Providing codes of practice and guidance to control room staff relating to relevant legislation.

Responsible for the security of all stored images and ensuring a proper audit trail to support that for court purposes.

This post provides a service to Council services Lewisham Homes the Police retailers and the community within the areas covered by CCTV in assisting with the prevention and detection of crime.

The post will have a very close relationship with the ASB Licencing and trading standards teams within Safer Communities Service the police on a daytoday basis and other council departments such as Environmental Crime and Parking Services assisting with enforcement issues.

On occasion CCTV is represented at residents meetings and neighbourhood watch groups where specific problems have arisen where CCTV may be able to provide some assistance in solving the problem. This will include representation at Lewisham Homes public meetings. This is when the ASB/CCTV operational Manager cannot attend.

The CCTV Senior has daytoday responsibility for the control room staff and all aspects of running the CCTV Unit.

There are 5 control room staff provided by an external contractor and at any one time there can be up to 2 operators within the control room complex. The manager is the responsible council officer for their health and safety compliance with all the legislation that applies to the CCTV operation and ensuring they act within those regulations and other codes of practise.

Ensure that all staff have had the correct training and have been properly vetted. Deal with any immediate discipline/welfare matters whilst they are on site to be followed up ASB/CCTV operational Manager.

Essential Experience Required:

Experience of supervising staff preferably in a Crime Reduction or Safer Communities Service capacity.

Experience of producing briefing notes to go to the Safer Communities Service management team.

Extensive experience of multiagency or partnership working.

Experience in researching and communicating technical advances in CCTV technology to ensure an ongoing modernisation programme

Excellent general knowledge CCTV and contract monitoring

Good working knowledge of technical issues within the control room

Good knowledge of local authority duties powers and services in general and how these relate to CCTV strategies and activities

Organised and able to supervise staff on a 24/7 service. Ability to motivate and monitor staff performance.

Additional information to note:

This role will require a Standard DBS but we also require the candidate to be vetted by the Police to the level of NPPV 1 NonPolice Personnel Vetting in order to work within the Councils CCTV control room. The Council will undertake this vetting process on the successful candidates behalf but they must be made aware they have to pass this process to start and remain in the role.

This role will include regular out of hours working to undertake enforcement functions of the role and complete compliance inspections. Candidates must be available to work routinely outside office hours including evenings nights and weekend working on a rota basis.

Must be able to work in the community and work in a mobile fashion across the whole borough

Undertake unaccompanied site visits as appropriate.
