Sous la responsabilit de la directrice du Service des finances et de la tr sori re la personne g re l ensemble des activit s li es la comptabilisation de toutes les op rations financi res de la Ville conform ment aux normes et pratiques comptables en vigueur. Elle exerce un leadership en fournissant une expertiseconseil en mati re de comptabilit municipale. Elle veille galement seconder la directrice et tr sori re dans l accomplissement de ses fonctions d volues aux termes des lois r gissant le document municipal.

Principale t ches et responsabilit s
  • D terminer en collaboration avec sa sup rieure les orientations les objectifs ainsi que les priorit s du service en fonctions des orientations de la Ville ;
  • Assurer un suivi quant l laboration et la mise en uvre de m thodes et de proc dures afin d assurer l enregistrement appropri et le contr le de l ensemble des op rations financi res ;
  • S assurer de documenter et de maintenir jour un syst me comptable en conformit avec les normes comptables applicables la comptabilit des organismes publics (MAMH) et le Conseil sur comptabilit dans le secteur public (CCSP) ;
  • Participer au d veloppement l volution et la validation des diff rents modules des syst mes financiers utilis s par le service ;
  • laborer et recommander diverses proc dures pour aider au bon fonctionnement de l organisation ;
  • S assurer de la gestion du personnel de la comptabilit et coordonner leurs activit s en conformit avec la mission les valeurs et objectifs du Service des finances et de l organisation ;
  • Participer la s lection l valuation et la formation du personnel en veillant cr er un environnement propice au d veloppement de leurs comp tences professionnelles ;
  • Offrir une assistance technique pour les progiciels financiers et agir titre d administrateur du syst me financier ;
  • Veiller la qualit des services offerts par son quipe tout en mobilisant son personnel sous sa responsabilit ainsi qu en assurant l efficacit et le rendement dans son secteur.
Profil recherch

Formation
  • D tenir un baccalaur at en sciences comptables ou en administration (option comptabilit ).
Exp rience
  • Exp rience minimale de 5 ann es dans un poste similaire ;
  • Exp riences en gestion de personnel syndiqu ;
  • Exp rience dans le secteur municipal ;
  • Bonne connaissance de la fiscalit municipale des normes comptables et des lois et r glements applicables du secteur public (Loi des cit s et villes et autres) ;
  • Bonne connaissance du Manuel de pr sentation de l information financi re MAMH ;
  • Bonne connaissance de l agenda du tr sorier COMAQ ;
  • Ma trise de la langue fran aise parl e et crite ;
  • Ma trise des outils de la suite Office.

SUMMARY

Under the responsibility of the Director of Finance and the Treasurer the candidate manages all activities related to the accounting of all the citys financial operations in accordance with current accounting standards and practices. He or she exercises leadership by providing consulting expertise in municipal accounting. He or she also ensures that they support the Director and the Treasurer in carrying out their duties assigned under the laws governing the municipal document.


RESPONSIBILITIES

  • Determine in collaboration with your superior the objectives and priorities of the service based on the citys orientations.
  • Ensure followup on the development and implementation of methods and procedures to ensure the appropriate recording and control of all financial transactions.
  • Ensure that an accounting system is documented and maintained in compliance with the accounting standards applicable to the accounting of public bodies (MAMH) and the Public Sector Accounting Board (PSAB).
  • Participate in the development evolution and validation of the different modules of the financial systems used.
  • Develop and recommend various procedures to help the organization function properly.
  • Ensure the management of accounting staff and coordinate their activities in accordance with the mission values and objectives of the Finance department and the organization.
  • Participate in the selection evaluation and training of staff ensuring an environment conducive to the development of their professional skills.
  • Provide technical assistance for financial software packages and act as an administrator of the financial system.
  • Ensure the quality of the services offered by your team while mobilizing your staff under your responsibility as well as ensuring efficiency and performance in your sector.


REQUIREMENTS

Training

  • Hold a bachelor s degree in accounting or administration (accounting option).

Experience

  • Minimum of 5 years experience in a similar position.
  • Experience in managing unionized personnel.
  • Experience in the municipal sector.
  • Good knowledge of municipal taxation accounting standards and applicable public sector laws and regulations (the laws concerning cities and towns and others).
  • Good knowledge of the MAMH financial information presentation manual.
  • Good knowledge of the COMAQ treasurer s agenda.
  • Mastery of the spoken and written French language.
  • Mastery of the Office suite.
