The purpose of this position is to provide support to the Procurement unit. The primary duties for this position include the following: - Develop and administer contracts, agreements, and leases with governmental agencies and the public to obtain or provide goods, trades or professional services, and information technology. - Timely prepare contract documents, including non-competitive contracts, intergovernmental agreements and interagency service agreements and non-competitive purchasing determinations. - Provide assistance to ADE internal customers in developing item descriptions and/or specification. - Review requisitions, obtain competitive/ non-competitive price quotations, market analysis, cost and price analysis, issuance of purchase orders, in accordance with terms and conditions. - Analyze requests, authorize and effectuate applicable purchase order amendments and change orders. - Administer grants or memo of understanding. - Approve or deny reimbursements. - Interpret technical data, policy, and regulatory information to plan and coordinate procurement and contract activities. - Often work with different and unrelated processes and methods. Located at the agencys South campus and on the same building and area as executive leadership, this position will be part of a standard office environment and will be 100% on-site, where expected dress-code is business and business-casual (no jeans).
Skills: This is a full-time in-office position and requires candidate to be in-office Monday through Friday, from 8AM through 4:30PM, except State holidays.
Computer: High-level of PC proficiency and intermediate familiarity with Microsoft Office suite (Outlook, Excel/Word/PPT, Teams, etc.); multi-monitors; methods of computer operation including software applications used to process, store, and tabulate information or data.
Customer Service: Knowledge of customer service principles and practices, able to establish and maintain good rapport with customers, vendors, and the public; able to think in critical and constructive manner and solve problems.
Communication: Excellent business-professional verbal, interpersonal, and written communication skills, including active listening; able to communicate effectively.
Office skills: Proper organizing and multitasking, efficient communication with high-level individuals, attention to detail in verbal and written work, effective listening skills, knowledge of customer service confidentiality, data entry and records maintenance.
Other: Ability to follow documented and measured procedures, to adapt to changing priorities, to organize and utilize time well, to prioritize and manage multiple assignments, to work independently and as part of an effective team, and to support event planning preparation
Skills Preferred: Phone: CISCO Finesse and CISCO Jabber multi-line experience.
Experience Required: Federal and State procurement laws: Knowledge of laws, statutes, rules, and regulations for federal and state funding; understanding of contract language and management; principles, theories, and processes of governmental contracting. Financial skills: Accounting practices and the analysis and reporting of financial data; methods and principles of numbers, their operations and interrelationships including basic arithmetic, algebra, statistics and business mathematics.
Education Required: High school, HSE diploma, or equivalent, or higher.
Education Preferred: Bachelors Degree, preferred. National Institute Governmental Purchasing (NIGP), preferred. Certified Professional Public Buyer (CPPB) certification, preferred.
